Further to reply from Triple H, its your husband who has to apply for the visa in British High Commission in Islamabad and not you. Besides, since he is in Pakistan, so EU law doesn't apply here. Though he can get an EEA Family Permit but the procedure is going to be different than it would have been if he were in an EU state i.e, he will also have to comply with the usual immigration regulations which include Police checks, Health Certificates, the appropriate amount of funds that you have to show is also many times more than that in case of an EU state and ECO will also have to be satisfy himself when it comes to leaving UK ( even though you might not opt for it, you still have to prove that he will leave UK on the expiry of his visa )
