you will need an agency to help you with this. I do not think it is possible for a foreigner to do this by himself without help.

Suggestions:
- Use an agency.
- Don't use a lawyer - they outsourced to an agency anyway.

Depending on the type of business, it may not be complex at all. They help you with name search, incorporation, business license, tax licenses, etc.

Choose an agency near the geographic location of your business, as they have better relationship with the tax office and commerce bureau in the area. That could save you hassle and money in applying for all the tax exception benefits you are entitled to.

I would recommend only using an agency that someone you konw has done business with beforehand. There are some less than reliable people out there, as one of my friends recently just found out.
