The amendments of 28th October 2013 applied to UK Visas and the changes were made under U law. There are no changes to EEA family permit procedures because they governed by EU law, to which there have been no recent amendments, and none are expected.
English language requirements, and 'Life in the UK' are normally nothing to do with EU/EEA citizens and their families so you can forget about them, unless you are a medical professional seeking employment in the UK, in which case the UK has the right to ensure, (and exercises the right!) to ensure medical professionals are fluent in English.
