I prefer a home base business, because starting from home allows you to minimize investment in your business. The benefit of working from home is, that you can get your business up and running without having initial investment and without committing yourself to long-term overhead costs.

it is not suitable to start a business without knowing what kind of business or what kind of activity you want to do. The activity of your business should not be decided by outsiders. But there are companies that assist in finding the right jurisdiction for the kind of activity you require.
For a brief introduction, I would like to let you know that there are three kinds of companies that can be opened up in the UAE :
1.Onshore/Mainland/LLC company
2.Offshore company
3.Freezone company

And by the look of it, you would be interested in forming an LLC company or free zone company. Each jurisdiction has its own budget requirement. Thus you may find even an option that fits your budget limit.
