If you are applying under EU law ( which you are entitled to apply once you have lived in an EU country - other than the UK - for at least six months ), you should have applied for EEA Family Permit not a settlement visa under the UK immigration laws.

Who told you that IELTS is not available in Cyprus? Of course it is! Exams are run 2 to 4 times a month by the British Council in Nicosia from whom you can but study materials too.Not only that, if you sign up for an exam, you get access to 30 hours of online study material. You need to further study the EU legislation on freedom of movement. Except in limited cisrcumstances, the right of the Non EEA spouse to an EEA family permit only applies where the spouse is accomanying the EEA spouse to an EEA country OTHER THAN than the one which the spouse is a citizen of.

If your wife is entitled to an EEA family permit, it is easy to get withing a few days, and in some countries may be issued on the spot. It is up to you to check entitlement. An easy way is to complete the application form and submit it with the relevant documents.Your costs would be negligible

A word of warning.Taking a spouse into the UK by the family permit route has disadvantages if she is wants to seek permanent residence in the UK later.First, she will need to get a residence card before her 6 months family permit runs out, and it might not be granted.
