    Im Georgian, which is in Europe, but still not member of Europian Union or Nato.

    The voting rights come from your nationality.

    If you are not British, Irish, EU or Commonwealth citizen, which you are not, you can't vote I am afraid. Have a read of the link below from the UK election commission.
