I'm an American that qualifies for citizenship by descent for a European country that is not yet in the EU, but is starting the process. If I get dual-citizenship, how much easier does it become to emigrate to one of the other EU countries, once this country does officially become a part of the EU? Does that mean I can just move to any EU country and start looking for work, no restrictions? Would I have to get a 3rd citizenship if I decided to get permanent residence in, say, France? (Can you even do that?) Would this dual-citizenship be a benefit at all in getting permanent residency in Europe...

(By the way, I don't want to move to the country I'd be claiming my second citizenship from)

    Thanks for the help!

Have you checked with that country's embassy/consulate or website? They may be able to give you a rough idea. Also look into the Schengen countries and see what that comes up with in regards to what you want. There are some European countries that are not part of the EU, but come under the terms of the Schengen zone. I know this doesn't quite answer your question, but I hope it gives some clues as to where to start.
As for applying for the paperwork to prove the 2nd citizenship, you may as well start getting all the paperwork together anyways before hand. It will save time when you do apply. Good luck. I already have mine in regards to dual citizenship.
