    If you lived with your wife in the UK for about six months, you were living there under EU rules together. These rights you keep after moving to Poland.
    They should issue you a card for five years, but can take six moths to do so. However you should have been given proof of filing the application at once.

    If EWU rules do not apply, your case will be dealt with under national Polish law.
    Which does entitle you for the rp.

    In spite of the suggestion my nick could give you, I do not know Polish national immigration rules. So I have no idea what caused the delay and what's the time they have to decide.

    I think it will be hard to apply EU law in your case, not only one month is short, but your wife probably will have a hard time to prove her stay during that time. So the European Commission is not the institution to address in this case.

    Fyi, Polish government offices including Immigration are very bureaucratic. I am not surprised if they tell you to keep waiting.
