Is it possible for any EU citizen to marry in any country of the EU other than his/her own? I mean marrying according the legislation of any given EU country and not in the consular post of the EU citizen.

Also would it be possible for the EU citizen to marry a 'third country' person while this one only have a tourist visa?

I'm aware that the legislation from country to country might be different but i'm more concerned about the EU policy about EU citizens marrying in other EU countries.

I know what the answer of many people would be under such circunstances.. Why dont you marry in Portugal?

Well to be completly sincere, we already tried, but since her visa was almost expiring we were advised (by Portuguese officials) to go to Russia get her a new visa and come back to Portugal to marry, to our surprise we find out that we couldn't get her another visa because she had used up all the extensions of tourist visa given to a third country foreign in 1 year period and we would have to wait another 6 months to get another visa.

Given the situation in which we are now, and having the possibility of getting her a business visa (for France) valid for a year, we thought that maybe we could marry there and officialize it in Portuguese Consulate in Paris.

Also (i forgot to mention) it is very difficult to marry in Russia because of the legislation they have, making it completly unfair and abusive for EU citizen.

And of course we can't marry in the Portuguese consulate in Moscow because for that i would need to be get permanent residency in Russia which is nearly impossible for anyone to do.

So , are you going to try that ? I dont have the knowledge of the french law,I think you need to reside in the country for the period of 1 month before marriage
What about CYPRUS? Even thought visas were introduced for russian nationals last year, after Cyprus joined EU , I think would not be a problem for russian national to obtain visa.

Triple H, you are right about the marriage in France deal. It is extremely difficult, and I have tried! Basically, you need to be resident in the "commune" in which you want to get married, I think it may be for three months previously. It doesn't matter if your family are resident, it needs to be you personally. Then you need to submit a dossier to the town hall about two months before the date of the marriage, with loads of paperwork including a doctor's visit, and many other bits and bobs that I can't remember offhand.
I don't know anything about Cyprus, but I'm sure it's worth checking out.
