An appeal is an excellent opportunity to consult a solicitor. That being said, I think it means that the ECO has not made a case. The tribunal will go ahead on the evidence that you can provide alone. So it is essential that you prove your case, and if the ECO has kept all the evidence, you will at least need to provide photocopies, and state that the ECO has the originals. But as I said, I would talk to a lawyer about it, even if it is just to check your paperwork before you hand it in.
