    can i apply for residence card on the ground that my brother is EEA citizen? is brother-brother relationship accepted.? If so, what documentation is required to prove this?

    A brother is considered an extended family member, and he may qualify if you can demonstrate dependence, financially or otherwise. But the general answer is no: you cannot usually get an EEA permit for a brother, especially if he is an adult.
