Yes, usually they would be processed together. The time frame used to be about 6 weeks, although it may be slightly longer now. I have heard that sometimes the EEA2 application is handled separately, and I guess that happens in particularly difficult cases.

I got my residence certificate recently but we are still waiting for my wife's residence card. I must, however, point out that we were asked for additional documents. First, I had to send them recent pay slips and a letter from our GP stating that our daughter is registered with them. Later, my wife had to send a proof of residence (why they didn't figure that in the earlier correspondence is beyond me).

All our documents were send to Liverpool but we orginally had our application send to Croydon. So up to some point our application was considered together but then obviously split. Maybe just because of the lack of sufficient documentation.
