Sorry - I don't know. I asked a similar question a few days ago about the time something takes (in our case, an EEA2-application in a medical emergency) and I didn't get a reply. My feeling is that many of the members of this forum will be accessing it while their applications are still being considered - once they have had their residence card (or whatever they are waiting for), they will no longer need to come here to look for information and support... So people who could answer your question simply aren't reading it. But perhaps I'm wrong.
Out of curiosity - if you feel like telling us - what lead the Home Office to refuse your EEA-application? I'd be interested to know along what lines their minds operate...

i am sorry you are in such a position but to be sincere to you it could take up to 9months! when i appeal against my mums refusal for a visitors visa that was how long it took... but she had the decision over turned.
you just have to be strong forget about them and get on with your life...but hope that when it comes back you will have victory
