Can anyone tell me if the family member of an EU national can legally have residence permits for more than one EU country (specifically, 2 Schengen countries)? My husband and I wish to split out time between Italy and Spain (I'm Italian) but we're having a heck of a time figuring out how to do it legally.

Well in theory your residence will be the country where you live more or equal to 183 days a year (and you can proove it) as 365/2 doesn't give a round number.

Problem might occure during odd years, when you can divide 366/2 and you spend exactly 183 days in each country... ;-)

I see what you are saying, but the law also says that a permanent resident in one Schengen country can travel to another Schengen country with his residence permit for 90 days out of every 180. That means that if my husband and I want to spend the first 184 days in Italy and the rest in Spain, he needs to get a Spanish residence permit after the first 90 days. Does that mean he loses his Italian residency permit and has to start all over again when we go back to Italy?

I am not an expert in Shengen visa  and Coyan is probably the best person here to give you the information. However it seems to me that for EU people, with the right to move, it's more or less a matter of tax... and where eventually you are going to pay your income tax is going to be you residence.
