    I was just curious if anyone knew how, where to obtaina European Union work permit? Or even if someone knows who I need to contact to inquire about such things?

    No Permit of such a description exist!

    What you want is a work permit from an EU country. The only way to get one is to have a job offer from a company located in an EU country, and the company has to apply for the work permit for you. You cannot obtain one on your own.

    You can also have the right to work in an EU country if you marry an EU national, but it doesn't sound like you are in this position.
