I am an American who has been married to a French citizen for over a decade, with us always living in the U.S. Can I apply for a carte de sejour (French residency) without first getting a 1-year visa or moving to France? Also, will my spouse be required to appear at the consulate for either a visa or carte application? Lastly, anyone know if there is a language requirement for either the visa or carte, like there is for citizenship? I have searched all over the internet and have found conflicting info regarding these questions. Thank you!
