It was mentioned on one of the websites that only those who are on GNIB card stamp 1 and stamp 4 are eligible for getting a Green Card.
Stamp 1 = person who is legally working in Ireland on a work permit or work visa.

Stamp 4 = person who is married to Irish citizen or is a refugee.

I have a job offer at a well known multinational company for electronics engineering and salary is above 30,000 Euros per year. They gave a job offer on the basis of my master's degree in engineering. At the moment I am doing my PhD and I am on student visa (stamp 2). When I start working full time, I would like to complete my PhD part time. The company applied for a Green Card and it was rejected since I am on stamp 2.

a] Does this mean that in order to get a green card, I have to apply for it at the Irish embassy in my home country ?

b] Would a work permit be a safer option for me instead of the Green card ? How long would it take to get a work permit if my company is willing to apply for it.
