A very interesting article to read this week in the International Herald Tribune : Parking officers pounce on unwary British drivers
The article talk about Nadhim who was crashed by a car when he was on his scooter and got a parking ticket while he was leaving in the ambulance to the hospital ...because his scooter was obviously lying on the road :AieAieAie!:
" Derek Scott, for example, stopped to ask a parking officer in London for directions, only to be ticketed by a second officer as he listened to the instructions. " according to the IHT :eek:h:

People have always complained in London for getting parking tickets. However it has worsen since 1991 as it was managed not by the police anymore but by Councils. The municipalities employs public companies to manage the tickets often signing contracts with targets of fines to issue. As a consequence, it went to a system used to regulate the traffic, to an organisation with the aim to put as much fines as possible to make money!

"‘‘The old-style traffic warden would march up and down roads all day, telling people to hop to it,’’ said Kevin Delaney, head of traffic and road safety for the Royal Automobile Club. ‘‘You only got a ticket if you ignored him.’’
‘‘The parking attendant will watch you park illegally, wait until you’ve left and give you a ticket,’’ he said. ‘‘That’s how we go to where we are now.’’
    ", the article says.

The most important complain is therefore the issuance of Ghost tickets. I know someone who got a ticket for parking in a street in his neighbourhood where he never parks... while his car was actually in a garage being repaired... :headscratch:

In the article, they give an interesting website: <http://www.AppealNow.Com> where you can submit your case if you want to appeal your fine.

The companies clamping cars are quite reknowned as well. On a hidden camera tv show, they once showed one warden clamping an ambulance ! While the guy just went to the pharmacy to buy some drugs !

Note also that the law is slightly different in France (for example) and in the UK. In France, as long as you're in your car, you cannot get a ticket (that's the difference between being Stopped and being Parked).

In the UK , if the warden can stick the fine on your windscreen, you're done. So, you obviously have to avoid him putting it on, by driving away for instance.

More and more wardens now carry digital cameras to take some photos to prove that you were actually badly parked, as it's quite tricky to prove that they guy sticked the fine on your windscreen...
