Hi, i'm a Latvian and i have been living in England only from March. Now start to study in college. i would like to register as UK resident if it is possible, does anybody knows, do i have to go to the Latvian embassy or to the Latvian consulate and what type of documents will they ask?

You don't need to do anything specific to be resident in the UK actually. As soon as you start your study, you will be exercising your treaty rights and that would be further proof that you are resident. You are in the UK, you are resident. Simple as that.
