This is a tough one as searching around online comes up with little info and there are no expat blogs registered with us for Eritrea. I found that the Former Governor's Palace is the city hall and would probably be the correct place to contact, but didn't find contact info There are a few people in the expat network for Eritrea so I would start by reaching out to them.
