I am an EEA citizen and need someone to please advise of the best schengen country to apply for a schengen Visa for my non EEA spouse going with me on a summer visit. I mean The country that respect the european law the most and recognise a genuine relationship. I have options in France,Greece and Spain.

I'll be grateful for your advise. Thanks

Actually, you are supposed to apply to the country you will spend the most time in. If you don't know, then the first one you enter.

The information given by bendan is accurate; most schengen states display this information on their websites. The paragraph below is an excerpt from www.conspalon.org

The Schengen visa will allow the holder to travel to or through all the above countries and move freely within the validity of the visa. If you intend to visit ONE Schengen country, you must apply for a visa at the Embassy or Consulate of that country. Should you intend to visit SEVERAL of the Schengen countries, you must apply for a visa at the Embassy or Consulate of the country in which your MAIN destination is situated

So it comes back to my point .
If you were gonna go to Italy first for quick brake and 2 months later you want to go to France for a month, you still have to apply at the Italian embassy first!

Not necessarily. There was a time I got a business visa from the French Embassy, but went to Germany first. I simply explained to the immigration officer that I would be going on holiday to France in a few weeks, but had to visit Germany for business.
