    The system of the unemployment allowances is co-managed by the federal State and the federal States. There is no intervention of the social partners. The federal State defines the frame and exercises the general custody of the system but it is the federal States which establish and administer their own programs via " employment security agency " them States which pay the allowances.

    The unemployment insurance is a bottom fed specifically by the rates taken from salaries and paid by the employers. Its current amount is 3.2 % on salaries under ceiling (0.8 % for the federal State and 2.4 % for the federal States). The conditions of eligibility are very strict, as it does not cover all unemployed persons. On average the allowance is 202 dollars a week and the duration of this service is limited to 26 weeks (this period can be prolonged in case of recession ).
