University in Holland

Anyone know how it works for a foreigner to enter a university in Holland????

It depends of the kind of foreigner. If you are coming from Brazil, you will have to show recognition of periods of study abroad, equivalent degree in Netherlands.
Sometime there are agreements with foreign universities, which can facilitate the process.

then just handing the diploma of 2 complete and ready there?

You should check out the guide to Amsterdam and the section on schooling. Once you have a university you would like to apply to, check out their requirements on their website as they may be different for different schools. Best of luck!
