My fiance is a UK citz. and is currently in the UK with me. We lived together for 6 months in Canada and now for 6 months in the UK.
I have a WHM for the UK which doesn't end for another 16 months; I am allowed to stay in the UK for up to (but not exceeding) 6 months after my WHM visa expires.

We would like for my fiance to be able to immigrate to Canada, as we've seen both countries and think Canada better suits our tastes.

He has always been a citz. of the UK (England) and never had a visa to come to Canada. He also didn't have a work permit or anything while he was here.

I have always been a citz. of Canada and am currently (as afore mentioned) in the UK on a WHM visa.

What should we do to get him to immigrate to Canada?
Is it best to get married prior to applying?
Should we stay here, living together, longer before applying?
