    Hi everyone.

    Just trying to pin down a definitive answer as I'm getting conflicting info on this.

    Can a long-term unemployed EU national (in receipt of income-based JSA for 4 years+) be considered as exercising EU treaty rights and, as such, eligible for confirmation of permanent residence?

    This particular person has been living in the UK since mid-1998.

    I don't see how he could as he couldn't be considered self-sufficient but I'm told he'd still be a 'qualified person'.

    Can any kind souls out there provide clarification?
