✎ EN Lamp installation, but only two wires (blue wire and yellow/green wire)

    Hello everyone. I moved to a new apartment and I have to install a lamp in the kitchen. There are only two wires, instead of the usual three (one of them the "earth line"), but as I said, here I have only two. One is blue and the other one is covered with a tape of yello and green stripes.

    Does anybody know what to do in this case? Of course, I would call an electricist, but maby someone here knows.
