skype is good if youre looking for a monthly subscription. If not, why not try global call. they have the cheapest rates (as far as i know). plus, you dont get charged for a connection fee.

I would say Global Call is the cheapest app. It's not well known brand like Skype or Viber, yet they offer many events as columbus mentioned.
