Luxembourg is a parliamentary democracy with a constitutional monarch. It is also the world's only remaining sovereign Grand Duchy. The Grand Duchy of Luxembourg's Head of State, Grand Duke Henri, is the youngest European Monarch. The Heir Apparent is Prince Guillame. The head of government is Prime Minister Jean-Claude Juncker. Executive power is exercised by the Grand Duke and the cabinet.

Elections

The monarchy is hereditary. There are popular elections (18 years of age; universal and compulsory) to the Chamber of Deputies and the leader of the majority party or the leader of the majority coalition is usually appointed prime minister by the monarch. A deputy prime minister is appointed by the monarch and they are jointly responsible to the Chamber of Deputies.

There are several different political parties, including: CSV, LSAP, Green Party, and the ADR.

Legislative Power

Legislative power lies with the Chamber of Deputies. The chamber is a unicameral legislature of sixty members. They are directly elected to five-year terms from four constituencies. There is also the Council of State (Conseil d'Etat) which is composed of 21 citizens appointed by the Grand Duke and advises the Chamber of Deputies in the drafting of legislation.

Judicial System

The Grand Duchy has three lower tribunals:
Justices de paix (in Esch-sur-Alzette, the city of Luxembourg, and Diekirch)
District tribunals (Luxembourg and Diekirch)
Superior Court of Justice (Luxembourg), which includes the Court of Appeal and the Court of Cassation.

There is also an Administrative Tribunal and an Administrative Court, as well as a Constitutional Court.

Luxembourg is also the site of the European Court of Justice, the European Court of Auditors, and the Statistical Office of the European Communities (Eurostat).
