Customs and import

Andorran customs work directly with international institutions, particularly with the European Union Commission (although it is not an EU member). Therefore, the customs regulations that you will encounter when entering the country depend on whether you are travelling from another EU country (France and Spain) or from outside of the EU.

If you are a member of the European Union, you won't have any particular custom forms to complete when you move to Andorra.
If you come from any other country, you will have to present all documentation justifying the move (passport, work contract…)

Other documents required:

Bringing pets to Andorra

The entrance of pets into Andorra is highly controlled to ensure that diseases are not introduced. If you want to bring your pet abroad, it can be done, but takes planning and preparation. Taking your pet into another country usually includes:

If you are travelling from a ‘third country' to the EU, you'll also need to have a certificate of good health and undergo a customs control upon entering the European Union. If the number of animals travelling is 5 or more, as well as the above requirements, an official health certificate called TRACES is required.

If any of your pets are a wild animal, native or non-native, you'll have to request authorisation to import it using a generic application from the Andorran Government Procedures Service and the Department of Natural Heritage. Depending on the species, you'll have to attach the specific documentation listed in the Regulation on transport conditions and import and export of wild animals.

For more information contact the Government of Andorra's Department of Agriculture.

Transporting a Pet to Andorra

Andorra regulations:
The Regulation on the transport, import and export conditions of wild animals establishes that the transport within the Andorran territory of both the autochthonous and non-autochthonous fauna must meet the following generic requirements, whether the transport initiates within the Andorran territory or a transport that originates in another country:

International transport:
Some airlines allow pets to travel in an airplane's cabin when their cage is small enough to fit under your seat. Small birds may also be able to travel in the cabin, but tropical birds such as parrots are usually not allowed.

If your pet's cage does not fit under your seat, you will have to ship it as checked baggage. Since the outside air temperature also affects the temperature in the cargo bay, airlines may restrict the transportation of pets during certain times of the year.

Airlines have special requirements for containers in the cabin and cargo bay, so make sure you get detailed information from your preferred airlines before purchasing a cage or kennel.

Before leaving, acquaint your animal with the kennel or container. Add some familiar toys or some of your clothing items, so your pet has a sense of familiarity during the transport. Sedation of your pet during the trip is generally not recommended and should only be used as a last resort.
There are also pet relocation service that figure out all the details of the move. These services tend to be quite expensive but take away the stress of doing it yourself.

Quarantine for Andorra

There will be no quarantine imposed on your pet when entering Andorra as long as the requirements descried above are met. Unless otherwise stated, the regulations apply to domestic dogs, cats and ferrets including service and emotional support dogs and cats.

However, if your pet is not a dog, cat or ferret (especially if it is a turtle or parrot), you should verify that it is not protected under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). If this is the case, you might need to apply for additional permits at some little cost. Over 180 countries participate and enforce CITES regulations including Andorra.
