Utilities are supplied by local plants in Cairo under regulation of the Egyptian government.
Costs may be included in the monthly rent, especially in housing arranged for expats. If the apartment rental does not include utilities in the monthly rent, utilities will be assessed separately. Utilities are typically provided for an entire building, rather than for individual apartments. In these cases, the bowab (doorman) of the apartment building helps new tenants get in contact with the appropriate offices to obtain water, electricity, and sewage service.

Electricity
The Ministry of Electricity and Energy monitor energy use and electric companies in Egypt.
Electrical sockets in Egypt are 220 volts, alternating at 50 Hertz. Some places, in addition to major cities, experience electricity outages. Plugs generally come in two prongs.

Water
Water is not potable in most places. Many people choose to rely on bottled or boiled water while living in Cairo.
The Ministry of Water and Irrigation monitors water use and services in Egypt. There are water shortages and outages during certain seasons. At this time, people may need to buy water from a truck that will drive down the city streets.
Average water bills are from 100-200 EGP per month.
